A Central Harbour Policy Council shall be established under the control of the Minister of Maritime Affairs and Fisheries in order to consider matters outlined in article 4. In order to promote the development of harbours and promote the efficiency of the operation thereof, the Minister of Maritime Affairs and Fisheries shall establish and enforce the basic harbour plans. The designated harbours, being harbors which are closely related to national economy and public interests, shall be managed by the Minister of Maritime Affairs and Fisheries. Establishement of littoral zones, necessary for the efficient development, management and operation of harbors outside urban planning zones, is provided for in article 49. Full text English
