Abstract

These Regulations, consisting of 224 sections divided into 16 Parts and completed by 14 Schedules, implement the Harbors and Navigation Act 1993. Issues covered include: determination of length of vessels; restricted areas and restrictions on the use of certain waters; activities in relation to wharves other than in harbours; harbours and ports management; crewing for commercial vessels and fishing vessels; certificates of competency; hiring of vessels; and registration, certificates of survey, loadline certificates and Australian Builders Plates. Other provisions cover safety of navigation, boat haven, facilities fund, the transport of dangerous substances, and fees related to harbours and navigation.
