Article 1 establishes that waste water shall be eliminated in such a way that the well-being of the community is not affected, in particular that the health of people is not endangered, and that it does not cause pollution of water and soil, or a change in their composition. Waste water elimination in the sense of the present Law includes the collection, treatment, discharge of waste water, as well as the draining of sludge.
