Abstract This Law is enacted for the purposes of building a high-level Hainan Free Trade Port (HNFTP) with Chinese characteristics, promoting the formation of a new pattern of higher-level reform and opening up, establishing a new system of open economy, and advancing the stable, sound and sustainable development of the socialist market economy. The Law consists of 57 articles divided into 8 Chapters: General Provisions; Trade Freedom and Facilitation; Investment Liberalization and Facilitation; Fiscal Taxation System; Protection of Ecological Environment; Industrial Development and Talent Support; Comprehensive Measures; Supplementary Provisions.
