The functions of the Authority include: (a) the control and regulation of collection, treatment, distribution, use, etc. of water; (b) the supervision over groundwater and surface waters; (c) construction and operation of waterworks including sewage systems; (d) to make agreements for the supply of water; (e) to advise the Minister (sect. 5). The Authority shall have the exclusive right to provide water supply and sewage services in specified areas of Guyana (sect. 6). Services may be carried out by others appointed by the Authority and the Authority delegate functions to local authorities or other bodies (sects. 6 and 8). The Authority may also give directions to other bodies pursuant to section 9. Sections 9 to 16 concern waterworks and the supply of water. No drilling for water in designated areas shall be carried out without a permit of the Authority and drilling or boring at any rate requires a license issued under section 18.
