NOC for groundwater abstraction for bulk water suppliers shall be issued by States/UTs authorities. State/Uts shall identify a nodal agency for this purpose and inform the same to the Central Groundwater Authority (CGWA). The Guidelines specify the documents to be submitted with the application, specify other conditions for bulk water supply in tankers, specify the maximum per day quantum of ground water withdrawal, specify rules for renewal of the NOC and specify other important conditions for operations covered by these Guidelines. Extraction of ground water for commercial use without a valid No Objection Certificate from appropriate authority shall be considered illegal and such entities shall be liable to pay Environmental Compensation for the quantum of ground water so extracted, as per Section 15 of S.O. 3289.
