Abstract

This Title of Article 15 of the Environmental Conservation Law of New York (the Article 15 being known as the Water Resources Law of New York) concerns groundwater protection and remediation program. Its intent is that groundwater be protected for its classified use, the highest of which is drinking water, and that the department develop a strategy to address contaminated groundwater and implement a program to remediate and manage groundwater resources in a manner that will ensure long-term sustainability. The department, in consultation with the department of health, is thus directed to develop and publish a strategy to address the long-term remediation of groundwater contamination, including strategies to protect groundwater from future degradation from contaminated sites. Such strategy shall govern all programs within the department responsible for groundwater protection and remediation.
