No person shall cut timber in or remove timber from the Gros Morne Forest Experimental Area except under the authority of a permit and in accordance with the terms and conditions of that permit (reg. 4). Conditions for a permit are set out in regulation 5. Permits shall be granted only to eligible residents. The forestry officer who issues a permit may specify in the permit the terms and conditions of the permit under regulation 6. No holder of a permit shall transfer or assign his permit. Regulation 10 places restrictions on timber cutting. No holder of a permit shall remove from the location specified in his permit any quantity of timber until that timber has been scaled and inspected by a forestry officer. No holder of a permit shall unreasonably or unnecessarily damage young timber during cutting and removal operations or along access routes to the designated area to which his permit applies.
