The Minister of Agriculture and Forestry shall establish the annual plan for the supply and demand of the grain under government management. The Minister of Agriculture and Forestry may purchase grain from, or make advance payments to producers or owners as prescribed by the Presidential Decree, so as to control the supply and demand and to maintain proper prices (arts. 4 and 5). Article 9 specifies the uses for which the Minister of Agriculture and Forestry may sell the grain under government management. Permission of importation of rice, etc. and grain shall be obtained by the Minister of Agriculture and Forestry (art. 12) who shall also manage these products as described in article 13. Grain processing businesses need to be registered and report to the head of Si/Gun/Gu. In order to control the supply and demand of grain and establish the distributive order of grain, the Minister may order grain dealers to take measures listed in article 20. The Deliberation Committee on Grain Policies shall be installed in the Ministry of Agriculture and Forestry as an advisory committee to treat such matters as the demand and supply of grain and the stabilization of prices.
