The following categories have priority rights for the use of aquatic biodiversity: 1) legal persons and individual entrepreneurs carrying out industrial fisheries for no less than 10 years; 2) enterprises in possession of proper industrial facilities for deep processing of fresh fish; 3) legal persons and individual entrepreneurs that take active part in the stock enhancement arrangements, amelioration of natural water bodies and dredging operations in the fish passing channels.
