Abstract The Governor decrees to authorize the following types of hunting in generally accessible hunting grounds: (a) artisanal and sport hunting; (b) hunting for scientific research and educational purposes; (c) hunting for the regulation of the number of game; and (d) hunting for acclimatization, repopulation and hybridization of game. In assigned hunting grounds shall be authorized the following types of hunting: (a) commercial hunting; (b) artisanal and sport hunting; (c) hunting for scientific research and educational purposes; (d) hunting for the regulation of the number of game; (e) hunting for acclimatization, repopulation and hybridization of game; and (f) hunting for the purpose of captive or semi-captive breeding or keeping wild fauna species in artificial environment. In addition, in generally accessible and assigned hunting grounds, except for protected areas of federal significance, shall be authorized hunting in order to ensure the maintenance of traditional management and the implementation of traditional economic activities of indigenous peoples of the North, Siberia and Far East of the Russian Federation and the hunting carried out by persons who do not belong to indigenous peoples, but permanently reside in the places of their traditional residence and traditional economic activities, and for which hunting is subsistence activity. This Governor’s Decree establishes authorized hunting periods for mammals and birds. Capture and shooting of game must be performed so as to avoid cruel treatment of animals, and comply with international standards for humane capture of wild animals. The following hunting methods shall be prohibited: (a) use of any automatic traps for capture of birds in the process of artisanal and sport hunting; and (b) use of any automatic traps for capture of ungulates and bears, except for hunting of the aforesaid animals doe scientific research, educational, acclimatization, transfer for repopulation, hybridization, ranching and keeping in semi-free conditions of artificially created environment.
