Abstract The Governor decrees that Regional Forest plan shall be mandatory guiding document for state forest management bodies at all levels. Forest plan contains characteristics of the state of forests, classification of forests by categories and forest species. It also contains information on the amount of timber extraction, forest fire protection arrangements and pest control measures. Decree sets forth the main directions of forest management, forest protection, and afforestation and reforestation arrangements. Forest plan also contains assessment and evaluation of economic efficiency of forest management. Allowable number of livestock for grazing in forests shall be fixed as one animal (cattle) per 5 ha of forest area and 0.5 ha on pastures. In order to avoid damages to forests by pastoralism grazing shall be performed exclusively in areas in accordance with forest management projects and with obligatory presence of shepherd.
