Abstract

This Governor’s Decree establishes protection zone of Norsky state natural reserve of regional significance intended for the protection of natural complexes of the reserve from the impact of economic activities on adjacent territories and ensuring the protection regime of the reserve. On the territory of protection zone shall be authorized without any restriction economic activity that does not impact adversely on protected species. On the territory of the protection zone of the Norsky state natural reserve shall be prohibited the following activities: (a) hunting for wild animals, with the exceptions specified in clause 6; (b) destruction of burrows, collecting eggs, as well as presence of unauthorized persons with weapons, hunting and fishing gear and dogs, chasing and scaring wild animals; (c) burning of meadow and marsh vegetation, making fires and incineration of felling residues outside specially equipped places; (d) aerial treatment of forest and agricultural land with pesticides, mineral fertilizers and other chemical plant protection means; (e) the use of chemicals during forest thinning (herbicides, arboricides); (f) fishing, with the exceptions specified in clause 6; (g) movement of mechanized vehicles on the rivers Nora and Selemdzha during the period of mass migration of roe deer (with the exception of inspectors of specially authorized bodies for protection of nature, members of families of Evenki and regular hunters, directing to their hunting plots); (h) provision of building plots, including for tourism and recreation purposes, performance of earthworks and irrigation works, exploration and development of minerals, except for by authorization of the management of the reserve. The following activities shall be authorized on the territory of the reserve: (a) extermination of predators that cause damage to the wild fauna and agricultural animals (by agreement with the hunting management body and the regional Committee for Environmental Protection); (b) regulation of the number of wild fauna species (if there is a scientifically substantiated necessity and by agreement with the management of the hunting reserve and the regional Committee for Environmental Protection); and (c) recreational fishing.
