Issuing of fishing licences to citizens, separate enterprises and organizations has as its purpose subsequent development of the organized forms of artisanal and sport fishing. Fishing of precious fish species shall be carried out in separate water bodies or areas thereof determined by fishing inspection. Licensing conditions with the consideration of local conditions (water bodies and fishing areas, total allowable catch for each licence, fishing seasons and fishing periods, fishing gear and fishing methods) shall be elaborated and validated by the regional fisheries council. Common document authorizing fishing of precious fish species is fishing licence. Fishing inspection is authorized to issue fishing licence upon payment of fishing licence fee. Transfer of licence, overcatch, non-observance of fishing seasons and fishing areas, the use of fishing gear and fishing methods non envisaged by licensing conditions shall be prohibited.
