Abstract

This Governor’s Decree shall be applicable to inland fisheries and to the coastal area of the Kara Sea that is not pertaining to the EEZ of the Russian Federation. It establishes rules and regulations for management of fishery resources of federal and regional significance, classifies authorized fishing gear and fishing methods, lists prohibited fishing gear and fishing methods and other fishery offences. Preferential fishery management rights shall be granted to the following categories: (a) indigenous small ethnic communities of the North carrying out traditional economic activities; (b) legal and natural persons carrying out stock enhancement; and (c) fishing organizations that have carried out in the past fishery management in a given fishing area. Use of explosives, electric devices, firearms, air guns, harpooning devices and poisonous substances shall be prohibited. Artisanal and sport fishing shall be authorized in all waterbodies except for spawning grounds, protected fishing areas and fishfarming enterprises. Artisanal and sport fishing of precious marketable fish species shall be carried out in accordance with fishing licence issued for fee.
