Abstract The Governor decrees to establish 200 m wide protection zone on the land plots and waterbodies adjacent to the nature monument “Nero Lake” in order to prevent negative anthropogenic impact thereupon. The aforesaid land plots and waterbodies shall not be expropriated from landowners, land tenants and leaseholders. The protection zone includes almost all valuable natural landscapes and complexes. The most valuable sites are marshy meadows and swampy lowlands along the shores of the lake and in the mouths of flowing rivers, where grow rare plant species recorded in the regional Red Book. Within the boundaries of the protection zone shall be prohibited activities, recreational and other nature management that have a negative (harmful) effect on natural complexes and landscapes, plant and animal species, located within the boundaries of the nature monument, including: (a) modification of landscapes, destruction of soil cover, activities entailing a decrease in water content and modification of hydrological and hydrochemical regime, modification of the banks of waterbodies without prior coordination with the authorized regional state body in the sphere of environmental protection; (b) logging operations, felling of trees, bushes and undergrowth without authorization substantiating the aforesaid activities and without prior coordination with the authorized regional state body in the sphere of environmental protection; (c) construction of industrial enterprises and other facilities representing high environmental risks; (d) construction and reconstruction on infrastructure facilities; (e) grazing and bathing of livestock; (f) placement of cemeteries, cattle cemeteries, domestic and non-domestic waste disposal sites; (g) littering and cluttering of the territory; (h) application of agrochemicals; (i) effluent waste water (including drainage water) discharge; (j) vehicle traffic outside public roads and parking off-road and outside specially equipped places with a hard surface; (k) placement of gas stations, fuel and lubricant warehouses, service stations used for technical inspection and repair of vehicles, and washing of motor vehicles; and (l) destruction or damage of special information displays warning of the presence and the boundaries of the nature monument of nature and (or) its protection zone, of restrictions on nature management, as well as other special notice boards.
