Abstract Water users’ associations in the rural areas are voluntary associations of farmers and groups of farmers carrying out joint operation of the irrigation and drainage networks, of water resources management and executing hydraulic, reclamation, water conservation and other activities. Water users’ associations can be established as specialized associations performing functions related to water, or as multi-purpose associations dealing with the implementation of multi-purpose tasks related to agricultural production. Water users’ associations have the right to own irrigation structure (canals, hydraulic structures, water collection and drainage works, pumping stations, wells and other infrastructure) belonging to the former collective farms and state farms as well as to water management institutions.
