The implementation of the Strategy is the responsibility of the Government, under coordination of the Ministry of Environment and Climate Change - MMSC. The reduction targets and measures included in the European horizon policy for the period until 2020, expressed at national level, require a substantial strengthening of the institutional structure through the active participation of all ministries and other local public administration authorities in the effort of planning and controlling emissions of greenhouse gases and compliance with emission limitation and reduction obligations in accordance with the obligations assumed.
