The strategy characterizes the ways of development of infrastructure of federal importance in the district and conditions for implementation of strategic projects. Special emphasis is placed on the development of agriculture (cooperation, smallholding and farming), fishery, including continental shelf development, development of harbor infrastructure and port State measures, and forestry sectors, in particular promoting timber extraction in traditional timber extraction areas and overmature forests and export of timber. The main strategic goal of the development of the North-Western Federal District until 2020 is to sustainably improve well-being of the population. The strategic direction in the development of agro-industrial complex is to increase the volume of production sufficient to ensure regional food security, to develop the production of fresh and perishable products to supply the cities of the region, to implement the social function of agriculture (in many cases, agricultural enterprises are the only systemic companies). The development of the agro-industrial complex of the North-Western Federal District should be aimed at forming food resources, increasing employment and living standards of the rural population, meeting the needs of the district's population in affordable and high-quality domestic food products in accordance with the recommended rational norms of food consumption.
