It is not applicable to radioactive waste. The Governmental Order is composed of five Sections and three Annexes dealing with the following matters: general provisions (Chapt. 1); general requirements (Chapt. 2); import requirements (Chapt. 3); transit requirements (Chapt. 4); liability (Chapt. 5). Import and transit of substances specified in the Annex 1 are prohibited. Export of waste specified in the Annexes 1 and 2, and import of waste specified in the Annex 2 are authorized in the presence of licence issued by the Ministry of Foreign Trade and Industry and licence for transport (including transboundary movement) of hazardous and other waste issued by competent authority.
