This Governmental Decree enters into force on the date of its official publication.
Abstract

This Regulation sets out the conditions, terms and procedure for allocation of direct payments to livestock breeders. Providing direct payments for a head of livestock from the National Fund for the Development of Agriculture and Rural Areas pursues the achievement the following goals: (a) the revival of the livestock sector; (b) increasing the average productivity of agricultural enterprises; (c) breeding, reproduction and improvement of breeds and exploitation of livestock in agricultural enterprises; (d) improving the standard of living in rural areas; and (e) adaptation to climate change and mitigation of its impact on agricultural production. Direct payments per animal are paid to owners of the following types of animals: (a) cattle (Bos taurus); (b) sheep (Ovis aries); and (c) goats (Capra hircus). Direct payments are provided for animals registered and operated on livestock farms located outside populated areas - females at the age of at least 12 months, kept in a herd of at least 10 heads of cows and heifers, 50 heads of sheep and young ewe, specialized for the production of milk, 30 heads of sheep and young ewe, specialized for the production of meat, 30 heads goats and caprellids. General criteria for direct payments: (a) ownership of aforesaid heads of livestock; (b) registration of livestock in Livestock Register; (c) breeds and crosses approved for breeding on the national territory; (c) availability of veterinary and sanitary permits for breeding farms; (d) absence of arrears in the payment of taxes and fees to the national public budget at the date of application for direct payments; (e) membership in one of agricultural associations; (f) legal ownership of immovable and movable property, which is the subject of incentives through the mechanism of direct payments for a head of livestock, and in case of lease/gratuitous use of real estate the period of lease/ gratuitous use may not be less than 5 years, duly registered; and (g) the beneficiary of direct payment is not included in the List of Prohibited Agricultural Producers and is not in the process of bankruptcy or liquidation.
