Abstract

This Regulation defines the basis for the functioning of the Civil Council for Monitoring the Center for combating economic crime and corruption, its organization, purpose, principles of activity, tasks, functions, rights and duties. The Civil Council is an independent and impartial representative group of civil society without the status of a legal entity, monitoring, evaluating and advising the Center for Combating Economic Crimes and Corruption by society. The purpose of the Civil Council shall be as follows: (a) public interest representation; (b) ensuring and developing interaction between the Center and society; (c) increasing the accountability of the Center to society; and (d) ensuring adherence to the principles of integrity, transparency, accountability and professionalism in the implementation of the activities of the Center. The Civil Council carries out its activities on the basis of the following principles: legality, independence, objectivity, impartiality, collegiality and transparency. The Civil Council performs the following functions: (a) monitoring the activities of the Center, including administrative, operational and personnel policy; (b) evaluation of the annual reports of the Center before they are sent to the Parliament, Government and the President of the Republic of Moldova; (c) assessing the performance of the Center against the targets set in its annual plan activities, with the development of recommendations for the next year; (d) agreeing on the draft estimate of the annual expenses of the Center and making recommendations when planning the budget before sending it to the Ministry of Finance; (e) quarterly informing the management of the Center and annually - the Government, Parliament and the President of the Republic of Moldova through reports on the control the activities of the Center and related recommendations; and (f) acceptance of applications from citizens and their transmission to the competent authorities.
