The main tasks of the Commission shall be as follows: (a) ensuring coordinated actions of interested federal executive authorities, executive authorities of the constituent entities of the Russian Federation, public associations and other organizations represented in the Commission, in the implementation of the main directions in the field of gardening and horticulture by citizens for their own needs; (b) corporate relations within gardening and horticultural partnerships, their relations with third parties; (c) creation, transformation and liquidation of gardening and horticultural non-profit partnerships; (d) land and property relations; (e) construction of capital construction facilities within the boundaries of the territory of gardening or horticulture plots; (f) implementation of the rights of citizens to housing (in connection with the possibility of building residential buildings on the plots of land allotted for gardening and horticulture); (g) provision of infrastructure for the territory of gardening and horticulture by citizens (including issues of providing electricity, gas, water, road and other infrastructure); (h) compliance with environmental requirements within the boundaries of the territory of gardening and horticulture land plots by citizens (water use, municipal solid waste management); and (i) state and municipal support for the gardening and horticultural activities; and (j) taxation.
