The objectives of the Federal Target Program shall be as follows: (a) improvement of environmental situation and ensuring achievement of environmental standard; (b) development of tourism and recreational complex and infrastructure; and (c) development of highly efficient agriculture. Federal Target Program envisages implementation of the following measures: (a) development of land reclamation system; (b) forest reclamation work, including drainage of forestland; and (c) construction and reconstruction of waterworks, beach holding and shore protection structures with a view of protection of coastal territories from the negative impact of water.
