Mandatory environmental audit is organized and conducted by a decision of the authorized body for state regulation of environmental auditing and, by its specificity, is a state environmental audit. Mandatory environmental audit is usually assigned to environmentally hazardous enterprises and activities (objects of environmental auditing), as well as in the following cases: (a) conducting environmental insurance in order to determine the rate or amount of insurance payments and (or) refunds; (b) evaluation of the activities to eliminate the environmental consequences of accidents and natural disasters; (c) compliance with the international obligations of the Republic of Tajikistan in the field of the use of natural resources and environmental protection; and (d) in other cases established by the Government of the Republic of Tajikistan. In the process of performance of mandatory environmental audit, the following issues must be assessed: (a) technology assessment; (b) assessment of the level of exposure to hazardous factors; (c) an assessment of the potential effects of exposure on the population; (d) evaluation of measures to protect the environment and public health; (e) assessment of technology change activities; (e) formation of strategies and measures to ensure the reduction of anthropogenic impact on the environment; (g) assessment of the balance of costs and benefits for each scheme to reduce environmental pollution; and (h) the choice of the optimal strategy of the enterprise (optimal from the point of view of health protection, reducing the negative impact on the environment, and also taking into account the need to assess economic costs and benefits).
