This Governmental Decree enters into force on the date of signature.
Abstract

This Regulation establishes that the Ministry on Emergencies is the central executive body of the Republic of Kazakhstan in charge of emergency prevention and response in the spheres of natural and manmade emergencies, civil defense, fire and industrial safety, formation and development of the state material reserve, ensuring the functioning and further development of the state system of civil protection, organization of prevention and extinguishing fires. The Ministry has departments: (a) Committee for Civil Defense and Military Units; (b) Committee of Firefighting Service; (c) Committee on State Material Reserves; and (d) Committee of Industrial Safety. The Ministry shall perform the following functions: (a) elaborates and implements state policy in the field of civil defense; (b) elaborates action plans for liquidation of emergencies o global and regional scale; (c) performs early warning system of the population in the area of outbreak of emergencies; (d) develops standards of minimum life support of the population in the area of emergency situations; (e) organizes monitoring of mudflow and avalanche situation; (f) validates safety regulations for waterbodies; (g) validates the rules for the investigation of accidents, disasters, catastrophes leading to emergencies; and (h) validates rules of fire extinguishment.
