River basin councils develop recommendations on: (a) the procedure for establishing and defining target indicators of water quality in waterbodies; (b) development of a list of water management measures for protection of waterbodies; (c) setting limits for withdrawal of water resources from waterbodies; (d) ensuring safe operation of water systems; (e) setting main targets for reducing negative impact of floods and other types of negative impact of water, and the development of a list of measures aimed at achieving these indicators; (f) financing of implementation of planned activities in the water sector and the formation of mechanisms for attracting extra-budgetary funds; and (g) implementation of other measures aimed at rational use and protection of waterbodies.
