The duties of the winners of the competition for the right to grow seeds of cotton and grain crops shall be as follows: (a) cultivation of seeds of plant variety belonging to one generation; (b) preservation of valuable characteristics of the breeding variety; (c) cultivation of offspring seeds with high quality and variety purity; (d) follow the procedure and rules for seed breeding; and (e) carry out the agrotechnical activities in prescribed manner and in conformity with the established standards. The following are the functions of the winners of the competition entitled to grow seeds of cotton or seeds of grain crops: (a) placement of crops grown for seed in high-yielding, mechanized, well-watered, non-saline and flat fields; (b) plan for timely implementation of crop rotation and agrotechnical activities creating and implementing a schedule; (c) ensuring that the farm has an agronomist specialized in seed production (this is not required when the head of the farm is an agronomist specialized in seed production); (d) planting of seed material processed (sterilized) with chemicals approved for use (except for special elite seed farms); (e) prevention of alien varieties and plants in areas sown for seed cleaning; (f) prevention of mix up with other plant varieties, particularly with disease-causing weeds; (g) defoliation after complete harvesting of seed cotton in seed cotton fields; and (h) transportation and delivery of cotton seeds and grain seeds by specialized vehicles. The procedure for premium payment for seeds of varieties of spiked grains envisages payment of premium payment at the expense of the State Support Fund for Agriculture under the Ministry of Finance. The cost of premiums paid for grain seeds is included in the cost of finished grain. Farms and other agricultural organizations growing grain with seed heads in order to have the right to grow grain with seed heads belonging to the original, elite and next generations are determined on the basis of a competition in accordance with the regulation on the procedure for holding a competition. Based on the legislation, a contract on the purchase of grain with seed heads is concluded between the seed grain producing entities determined on the basis of the competition and grain enterprises, grain production clusters and seed production clusters, and the acceptance of seed grain is carried out in the prescribed manner. In the contract, grain grown for seed, selection type, generation and quantity and other conditions are indicated. Variety originators, scientific research institutes, breeders and other subjects involved in seed production shall have the following obligations: (a) to stimulate seed scientists and organizations involved in seed quality assurance; (b) to create and introduce high-yielding, early, disease- and pest-, and drought-resistant varieties of grain crops suitable for different soil and climate conditions; (c) to grow and multiply primary seeds of new and promising varieties of grain crops suitable for different soil and climate conditions; (d) to carry out the testing of varieties of new grain crops at variety testing stations and plots located in different regions under high agrotechnical conditions, to comprehensively and objectively evaluate varieties, to isolate promising varieties resistant to pests; (e) to test the varieties of new spiked grain crops in large-scale production, to include those with valuable economic characteristics in the state register of agricultural crops recommended for planting in the territory of the Republic of Uzbekistan; and (f) to ensure the authenticity of conclusions confirming the compliance of the state standard Full text Uzbek Website lex.uz
