Abstract This Governmental Decree validates Regulation on the procedure of formation, replenishment and use of the reserve fund for veterinary drugs, Regulation on the procedure of certification of specialists of the veterinary service for the right to conduct veterinary and sanitary expertise and Regulation on the procedure for the provision of paid veterinary services by the State Veterinary Service. The reserve fund is formed at the expense of regularly renewed stock of veterinary drugs included in the State Register of Veterinary drugs and intended to eliminate outbreaks of contagious animal diseases and diseases common to humans and animals. Purchase of veterinary drugs for formation and replenishment of the reserve fund is financed from the national budget in the manner prescribed by law. The reserve fund shall be under the jurisdiction of the Ministry of Agriculture and Food. The Ministry of Agriculture and Food on the basis of analysis of the epizootic situation and prognosis of infectious animal diseases conducted by the Department of Veterinary and Food supervision lists the nomenclature and the amount of the reserve fund of veterinary drugs. The purpose of the attestation of specialists of the veterinary service shall be to check their professional knowledge and skills and their ability to apply them in veterinary and sanitary expertise. State veterinary experts of State Veterinary Service and legal entities performing veterinary activities, with higher veterinary education, whose duties include the performance of veterinary and sanitary expertise. Customers of paid veterinary services provided by organizations of State Veterinary Service, shall be legal and natural persons, including individual entrepreneurs. State Veterinary Service organizations shall provide paid veterinary services in accordance with the list contained in the Annex. Paid veterinary services are provided on a contractual basis.
