The tasks of the Department are: (a) formation and systematic updating of the system of quarantine phytosanitary measures; (b) prevention of entry into the territory of the Kyrgyz Republic and/or spreading on the territory of the Kyrgyz Republic quarantine pests; (c) prevention of damage from the spread of quarantine harmful organisms; (d) ensuring the fulfillment of the obligations of the Kyrgyz Republic, adopted within the framework of the procedures that have entered into force in accordance with the procedure established by law of international treaties in the field of quarantine, a party to which is the Republic of Kyrgyzstan. The Department performs the following functions: (a) carries out pest risk analysis of pests in order to establish their status and quarantine phytosanitary requirements for regulated products and objects; (b) issue permits for import into the Kyrgyz Republic, as well as for transit through its territory, cargoes of plants, plant products and other regulated materials; (c) refuses issuance of permits for import, requires decontamination, return or destruction of batches of quarantine products that do not comply with quarantine phytosanitary requirements; (d) defines the boundaries of quarantine phytosanitary zones and quarantine regimes in them and makes submissions to the relevant state authorities for their approval; (e) issues (refuses to issue) phytosanitary, re-export phytosanitary and quarantine certificates; (f) requires owners (users) of regulated objects carrying out quarantine phytosanitary measures, including disinfection or destruction of plants and regulated products, in cases of detection of quarantine harmful organisms; (g) registers and maintains a register of organizations carrying out disinfection and technological processing of imported and exported quarantine products that ensure the deprivation viability of regulated pests; and (h) carries out quarantine phytosanitary monitoring and forecast of appearance and/or spread on the territory of the Kyrgyz Republic of quarantine pests in order to update the quarantine phytosanitary measures.
