This Governmental Decree enters into force on 1 July 2022.
Abstract

These Rules establish the procedure for the import into the territory of the Russian Federation and export outside the territory of the Russian Federation of pathogenic microorganisms and viruses, with the exception of pathogenic microorganisms and viruses subject to export control according to the List of microorganisms, toxins, equipment and technologies subject to export control, as well as biological materials, obtained during a clinical trial of a medicinal product for medical use. Import (export) of pathogenic microorganisms and viruses is carried out for the purposes of: (a) conducting fundamental and applied scientific research in the field of biological safety, including studying the properties of pathogenic microorganisms and viruses that pose a threat to the emergence and spread of infectious and parasitic diseases; (b) development and implementation of tools and methods for the indication and identification of pathogenic microorganisms and viruses; (c) development and implementation of methods, tools and technologies for the prevention, diagnosis and treatment of infectious and parasitic diseases; (d) deposition of strains in collections of pathogenic microorganisms and viruses, including mandatory deposition in collections of pathogenic microorganisms and viruses of strains used in the production of medicinal products for medical use and veterinary use registered in accordance with the established procedure and approved for circulation on the territory of the Russian Federation, and as well as medical devices. Import (export) of pathogenic microorganisms and viruses is carried out by legal entities and individual entrepreneurs who ensure the creation, replenishment, maintenance and use of collections of pathogenic microorganisms and viruses, research organizations, medical organizations and laboratory diagnostic organizations (institutions) that carry out research in the field of veterinary medicine, as well as the production of medicines, on the basis of: (a) permission for the import (export) of pathogenic microorganisms and viruses of pathogenicity groups I - IV - pathogens of human and animal infectious diseases, issued by the Chief State Sanitary Inspector of the Russian Federation ; (b) a permit for the import (export) of pathogenic microorganisms and viruses that cause infectious and parasitic diseases of animals and plants that are not assigned to pathogenicity groups I-IV, issued by the Federal Veterinary and Phytosanitary Supervision Service. Permission for import (export) of pathogenic microorganisms and viruses of I-IV pathogenicity groups - pathogens of infectious diseases in humans and animals and permission for import (export) of microorganisms and viruses - pathogens of infectious and parasitic diseases of animals and plants that are not assigned to groups I-IV pathogenicity are issued in accordance with the forms approved respectively by the Federal Service for Supervision on Consumer Rights Protection and Human Welfare and the Federal Veterinary and Phytosanitary Supervision Service.
