Abstract

The procedure of state control in the field of potable water supply and sanitation determines the procedure for state control over drinking water supply and sanitation, the main tasks of state control and the competence of the authorized state body in this field. Objects of state control in the field of drinking water supply and sewerage are surface and underground sources of drinking water and drinking water supply and sanitation systems. The main task of state control in the field of drinking water supply and sanitation is to ensure compliance by legal entities and natural persons with the following rules and regulations: (a) legislation of the Republic of Tajikistan in the field of drinking water supply and sanitation; (b) requirements for the protection of sources and systems of drinking water supply and sewerage systems; (c) standards for the organization of accounting for drinking water consumption and sewerage; (d) standards for safe work during the construction of facilities for drinking water supply and sanitation; (e) mode of uninterrupted supply of drinking water to consumers in accordance with established norms of drinking water consumption and quality and safety of drinking water; (f) legal guarantees for providing consumers with drinking water in in accordance with established norms for drinking water consumption, drinking water quality and safety standards; (g) state guarantees of reliability and safety of drinking water supply and sanitation, as well as norms of responsibility for offenses in this field; and (h) rights, duties and responsibilities of state bodies, other legal entities, as well as natural persons in the field of drinking water supply and sewerage. State control and supervision in the field of drinking water supply and sewerage includes a combination of the following activities: (a) control over the organization of the quality of drinking water supply and sewerage, use and protection of sources and systems; (b) control over the fulfillment of environmental requirements during placement, design, construction, reconstruction and commissioning of objects and systems of drinking water supply and sanitation in compliance with established special regimes of economic and other activities in zones of their sanitary protection; (c) control over the implementation of sanitary norms and rules during placement, design, construction, reconstruction, conservation, liquidation and commissioning of objects and systems of drinking water supply and sewerage in compliance with established special regimes economic and other activities in the zones of their sanitary protection; (d) control over the condition, use and protection of underground and surface sources of drinking water supply and sanitation with observance of the established special regimes of economic and other activities in their sanitary protection zones; (e) monitoring compliance with established rules and regulations, state standard and regulatory requirements for drinking water and sanitation, and also to control methods used in the drinking water supply and sewerage; and (f) monitoring compliance with building codes and regulations during placement, design, construction, reconstruction and commissioning drinking water supply facilities in compliance with the regimes of territorial zones for the functional use of territories, settlements and other administrative territorial units.
