Keyword Radiation Hazardous substances Hazardous waste Research Transport/storage Data collection/reporting Access-to-information Geographical area Asia, Central Asia, CIS (Commonwealth of Independent States), Europe and Central Asia, Landlocked Developing Nations, North Asia Abstract This Regulation determines the organization of state accounting and control systems for nuclear materials and sources of ionizing radiation in order to ensure the non-proliferation regime of nuclear weapons, reduce the probability of accidental harmful exposure to nuclear materials and sources of ionizing radiation, or their deliberate use to damage the population or the environment, and compliance with the requirements of the Agreement between the Republic of Tajikistan and the International Atomic Energy Agency (IAEA) on the application of guarantees (of December 14, 2004) in connection with the Treaty on the Non-Proliferation of Nuclear Weapons of June 12, 1968 (accession of the Republic of Tajikistan: January 17, 1995) and its protocols. The requirements of this Regulation apply to all natural persons and legal entities, regardless of the form of ownership, departmental affiliation, and organizational and legal forms, performing activities related to the handling of nuclear materials and sources of ionizing radiation (manufacturing, use, processing, transportation, storage, disposal of nuclear materials , radioactive substances and spent sources of ionizing radiation; moving across the customs border of the Republic of Tajikistan in the process of export and import of nuclear materials and radiation sources, the implementation of research projects). State accounting and control of nuclear materials and sources of ionizing radiation are carried out with the aim of: (a) accurate determination of the stock of nuclear materials and sources of ionizing radiation at points (locations) of their location; (b) prevention of losses, unauthorized use and theft; (c) submittal of operational information on the availability and movement, decommissioning and disposal, export and import of nuclear materials and sources of ionizing radiation to authorized bodies of the Republic of Tajikistan, as well as international organizations of special sectors of industries and states in accordance with international agreements signed by the Republic of Tajikistan; and (d) information support of authorized bodies for the development and approval of management regulatory acts within the framework of their competence in handling nuclear materials and sources of ionizing radiation in the interests of public safety and environmental security.
