Abstract

The scope of the Program shall be further development of seed-growing, raising agricultural production with a view of strengthening of the national food security. The main task of seed-growing shall be to provide farms with quality seeds, preserve the purity of varieties and their biological characteristics. The solution of this problem requires a complex of measures, including the development and production of new high-yielding varieties of crops, timely conduct of variety testing and zoning of the best varieties in order to maintain their genetic characteristics, production, processing, certification and marketing of seeds. Seed production is focused not only on the domestic market, but also on exports, which allows to significantly increase the efficiency of seed-growing sector and profitability of production. The main objective of the Program shall be to implement the governmental policy related to the development of selection and seed production and to create an industry capable of functioning in accordance with international norms and standards. Selection and seed-growing should contribute to the development of seed varieties, introduction, testing and registration of seed varieties, and the use of different methods of seed production for the expansion of crop seed production through new technologies. The main fields of seed-growing shall be cotton, cereals, potatoes, feed crops and vegetables. The Program provides for the development of the procedure for the formation and use of the state seed fund, with the consideration of the organization of the state seed fund, the purchase of quality seeds in the country and abroad, storage, targeted use of seeds by economic entities, turnover of the state seed fund, allocation of seeds to households affected by natural disasters and other factors contributing to the development of the industry.
