In order to meet the demand of the domestic and foreign markets, the development of the processing industry and its supply with raw materials in accordance with this program by 2015 the production volume of tobacco leaves should be increased to 12 thousand tons (Annex 1). Such results can be achieved only if sustainable development of the industry is achieved, as well as changes in market demand. In order to implement the indicators of this Program, first of all, it is necessary to pay special attention to the expansion of the cultivated area at the expense of unsuitable land in the mountainous areas and at the same time to restore the previous volume of tobacco crops (Annex 1). Cultivation of quality harvest of tobacco leaves entirely depends on the use of protection means (pesticides) against pests and plant diseases. The main reason for the spread of pests and diseases is primarily the lack and expensiveness of pesticides, fuel, lack of necessary equipment.
