Abstract

The State Program "Social and economic development of the Arctic zone of the Russian Federation” is cross-sectoral policy applicable at sub-national level, the Arctic zone of the Russian Federation. The main objectives of the policy shall be accelerated socio-economic development of the Arctic zone, development of the Northern Sea Route, the provision of shipping services and ensuring navigation (including hydrometeorological support of navigation) in the Arctic zone, efficient management of coastal zone and continental shelf of the Russian Federation and improvement of social protection of the population. Sub-programs regard marine ecological supervision and implementation of measures for further management of the most hazardous submerged nuclear and radiation sites and nuclear waste, oil and gas extraction arrangements, and protection of vital facilities and the population from natural disasters and the negative consequences of climate change in the Arctic zone of the Russian Federation. The Program envisages construction of modern fishing and fish-processing vessels to support fishing in traditional and new fishing areas, means of ensuring the effective functioning of maritime shipping lanes (including sustainable year-round operation of the Northern Sea Route), ports and inland waterways. The Fisheries Organization sub-program is aimed at ensuring priority access to aquatic biological resources for indigenous peoples of the North, Siberia and the Far East and the exercise of their legitimate rights to the preservation of their original way of life. The sub-program "Development of the agro-industrial complex" provides for an increase in the number of reindeer and red deer in the regions where they are kept (mainly in the Arctic zone of the Russian Federation), providing the peoples inhabiting these regions with traditional food, increasing the level of employment and income. The objective shall be to ensure the sustainable development of the small indigenous minorities of the North, Siberia and the Far East living in the Arctic zone of the Russian Federation and contributing to the country's food security and import substitution by modernizing the fishing and fish-processing industries and developing aquaculture.
