Abstract This Governmental Decree introduces a temporary ban on the export of white sugar and raw cane sugar from the Russian Federation for the period from 15 March to 31 August 2022. This ban shall not be applicable to the following categories of sugar: (a) white sugar exported as international humanitarian aid to foreign states in conformity with the decisions of the Government of the Russian Federation; (b) white sugar exported from the territory of the Russian Federation as international transit transportation and raw sugar transported between the parts of the territory of the Russian Federation through the territory of foreign states; (c) white sugar exported from the territory of the Russian Federation as supplies; (d) white sugar and raw cane sugar exported from the territory of the Russian Federation in order to ensure the activities of military units of the Russian Federation located on the territories of foreign states; (e) white sugar and raw cane sugar exported from the territory of the Russian Federation in order to ensure the activities of organizations of the Russian Federation located in the city of Baikonur (Republic of Kazakhstan) and on the territory of the Baikonur complex; (f) white sugar and raw cane sugar exported from the territory of the Russian Federation in order to ensure the activities of organizations of the Russian Federation on the Svalbard archipelago; (g) white sugar and raw cane sugar exported from the territory of the Russian Federation in conformity with authorization issued prior to 15 March 2022; (h) white sugar exported from the territory of the Russian Federation to the Republic of Abkhazia, the Republic of South Ossetia, the Donetsk People's Republic and the Lugansk People's Republic; (i) white sugar exported form the territory of the Russian Federation exported from the territory of the Russian Federation to the member states of the Eurasian Economic Union, if there are export permits issued by the Ministry of Agriculture of the Russian Federation, in accordance with the procedure approved by the Ministry; (j) white sugar and raw cane sugar exported from the territory of the Russian Federation when carrying out transit international air transportation through the territory of the Russian Federation to third countries; (k) white sugar and raw cane sugar exported from the territory of the Russian Federation for use by passengers and crew members of ships, aircraft or train passengers and employees of train crews, drivers of motor vehicles engaged in international transportation, as well as to ensure the operation of ships, structures and installations in respect of which the Russian Federation has exclusive jurisdiction; and (l) white sugar and raw cane sugar exported from the territory of the Russian Federation to the Republic of Belarus within the framework of the Union State.
