This Governmental Decree enters into force on 1 January 2021.
Abstract

This Governmental Decree validates the Criteria for attributing objects having a negative impact on the environment to objects of categories I, II, III and IV classified as follows: (a) objects of I category include economic activities related to manufacturing of coke, crude oil, natural gas, petroleum products, mining and (or) enrichment of iron ores, mining and (or) preparation of ores of non-ferrous metals, metallurgical production, non-metallic mineral production, manufacturing of pesticides and mineral fertilizers, management, disposal and treatment of waste of I-III hazard classes, and wastes of hazard classes IV and V (with a design capacity of 3 tons per hour and more); (b) objects of II category include electric energy, gas and steam supply using equipment with installed generating capacity of less than 250 MW and more than 3.5 MW, extraction of ores and sands of precious metals, tin ores, titanium ores, Chromium ores at alluvial deposits and (or) their preparation, metallurgic production of cast iron and steel, production of magnesium oxide, collection and treatment of wastewater as it relates to the treatment of wastewater treatment in centralized sewage systems (sewerage) with a volume of less than 20 thousand cubic meters of wastewater per day, paper production, leather production, food production (except for packaging); (c) objects of III category include operation of nuclear power plants; and (d) objects of IV category include presence of the following criteria at the same time: (1) absence of emissions of pollutants into the atmospheric air or the presence at the facility of stationary sources of pollution environment, the mass of pollutants in emissions into the atmospheric air does not exceed 10 tons a year and also absence in the composition of emissions of substances of hazard classes I and II, radioactive substances; and (2) absence of discharges of polluting substances in the composition of wastewater into centralized sewerage systems, other facilities and systems for sewage disposal and treatment, except for discharges of pollutants resulting from use of water for domestic needs and also absence of discharge of pollutants into environment.
