Country/Territory Kyrgyzstan Document type Regulation Date 1995 Source FAO, FAOLEX Subject Water Keyword Water rights Authorization/permit Geographical area Asia, Central Asia, CIS (Commonwealth of Independent States), Europe and Central Asia, Landlocked Developing Nations, North Asia Abstract Water use shall be licensed with the aim to: (a) provide state supervision of water resources use; (b) keep state record and control of water use in the Kyrgyz Republic and in interstate water distribution; (c) supervise observance of water legislation, water use schemes, water consumption rates, water diversion and other normative acts related to use and protection of water resources; (d) register water users; and (e) obtain data for current and prospective planning of state Water Fund use and preventive activities. Water use licensing shall be compulsory in the following cases: (a) any water intake from water objects by means of facilities and equipment; (b) utilization of water objects and land of Water Fund for transport, power engineering and other public and communal needs not related to water use, but affecting Water Fund; (c) discharge of sewerage, effluent, running, specific pure water and other unused water into water objects; and (d) any construction works in water objects and in coastal zones affecting water objects. Water use right licences shall be issued on the basis of a written application of concerned water users in accordance with Instructions on the order of agreement and issuance of water use right, developed and approved as appropriate.
