Abstract This Regulation establishes the procedure for preparation and decision-making on the concession of surface waterbody or its part for use for the following purposes: (a) effluent waste water discharge; (b) creation of stationary and floating (mobile) drilling rigs (platforms), offshore floating (mobile) platforms, offshore fixed platforms and artificial islands; (d) construction and reconstruction of bridges, underwater crossings, pipelines and other linear facilities, if such construction and reconstruction associated with a change in the bottom and banks of surface waterbodies; (e) exploration and extraction of mineral resources; (f) carrying out dredging, blasting, drilling and other works, associated with changes in the bottom and banks of surface water bodies; (g) water logging; (h) abstraction (withdrawal) of water resources from waterbodies for hydromelioration of land; (i) intake (abstraction) of water resources from waterbodies and discharge of waste waters for aquaculture (fishfarming); (j) performance of pond aquaculture (fishfarming) in ponds, formed by water-retaining structures on watercourses and with water areas with an area of not more than 200 hectares, as well as on waterbodies used in the process of functioning of ameliorative systems; and (k) implementation of pond aquaculture (fishfarming) on waterbodies with a water area of more than 200 hectares, formed before 1980 by water-retaining structures on watercourses. The decision on concession of a waterbody for use must contain: (a) information about the water user; (b) the purpose, types and conditions of use of the waterbody (including the volume of allowable abstraction (intake) of water resources); (c) information about the waterbody, including a description of the boundaries of the waterbodies within which it is allowed to carry out water use; and (d) the period of water use.
