This Decree enters into force 10 days after the date of its official publication.
Abstract

This Governmental Decree establishes the procedure for the functioning of state system of Civil protection, which is a nationwide state system, including management bodies, state forces and resources, local government, public associations and voluntary organizations, that performs the functions of protection of the population and territory of Kyrgyz Republic in emergency situations in peacetime and wartime. State system of civil protection is based on territorial and sectoral principle, taking into account economic, natural and other characteristics, as well as demographic, gender, cultural particularities of different population groups, particularities of territories and the degree of danger of emergency situations. Civil protection measures shall include: (a) monitoring of the state of environment and forecasting of emergency situations and disasters; (b) data collection, reporting and exchange of information on emergency situations and fire safety; (c) training of staff; and (d) maintenance in operation of early warning and emergency intervention systems.
