Abstract

Strategy of social and economic development of the Volga Federal District is a regional cross-sectoral policy document, which determines main directions, mechanisms and tools to achieve the strategic development goals of the Volga Federal District for the period until 2020. It envisages the solution of social and institutional problems, the most important of which are: a significant level of social inequality, a sufficiently large proportion of the population in poverty and high risks of doing business. The results of the formation of zones of advanced development will be significant improvement in the welfare and quality of life of the District population as a result of the most efficient and integrated use of resources and potential of all regions. The purpose of the development of the agro-industrial complex in the Volga Federal District is to meet the needs of the District population in affordable and high quality foodstuffs based on the growth of the efficiency of agro-industrial production and increasing its competitiveness. Promising areas for the development of food and processing industries shall be: (a) increasing food production through the introduction of modern resource-saving wasteless production and storage technologies; (b) increase in consumer indicators of food products, replacement of low-quality foodstuffs on the regional market with high quality foodstuffs; (c) expanding the range of locally produced foodstuffs, including new generation products; and (d) development of integration and cooperation of agricultural producers and organizations of the processing industry.
