This Governmental Decree enters into force on 1 March 2022.
Abstract

This Regulation establishes the procedure for licensing activities for the storage and trade in civilian and service weapons and the main parts of firearms, cartridges for civilian and service weapons and components of cartridges (with the exception of the said activities carried out by military units and organizations of the Armed Forces of the Russian Federation and troops of the National Guard of the Russian Federation, if the implementation of this activity is provided for by their constituent documents). Licensing of activities subject to licensing, shall be carried out by the Federal Service of the National Guard Troops of the Russian Federation and its territorial bodies. Activities subject to licensing include the following works (services): (a) for the storage of civilian and service weapons and main parts of firearms; (b) firearms trade; (c) storage of cartridges for civil and service weapons and components of cartridges (hereinafter referred to as cartridges); and (d) trade in cartridges.
