The strategic goal of the development of Siberia is to ensure a steady increase in the level and quality of life of the population on the basis of a balanced socio-economic system of an innovative type that guarantees national security, the dynamic development of the economy and the realization of Russia's strategic interests in the world community. Priority fields of socio-economic development shall be agribusiness (including organic food) and energy complex (including small (municipal) energy and renewable energy sources). In particular, introduction of a system of industrial zoning of the agro-industrial complex based on climatic conditions and agro-resource potential; introduction of technologies for growing ecologically clean crops without gene modification on natural fertilizers and soil modifiers; increasing crop yields and livestock productivity; maintaining natural soil fertility and preventing erosion processes; introduction of new technologies in agricultural production based on agricultural science; and formation of complete food production cycle of foodstuffs of animal and plant origin. The strategic priorities of the long-term state energy policy are energy security, an energy-efficient economy, economic efficiency of energy, considered from the standpoint of ensuring the interests of the state (budget efficiency) and business (financial and economic sustainability of energy companies) and environmental security of energy.
