This Governmental Decree establishes the procedure for border, customs, sanitary and quarantine, phytosanitary and veterinary supervision at border checkpoints. All persons, vehicles and commodities crossing the state border are subject to border, customs, quarantine, sanitary, phytosanitary and veterinary control. The procedure for exemption from certain types and forms of control shall be performed in accordance with the legislation and international treaties of the Republic of Uzbekistan. In the process of performance of control procedures, arms and technics, special means, engineering constructions, service dogs, and the disinfectants safe for human life and health, animals, plants and not causing damage to the goods and vehicles can be used. The main tasks of interaction between the state control authorities shall be as follows: (a) to organize interaction between them; (b) to determine the procedure and methods of joint actions in the process of crossing the state border by persons, vehicles and commodities; (c) to elaborate comprehensive measures to protect the interests of the Republic of Uzbekistan at the state border and to detect and suppress violations of border and customs legislation; (d) to combat offences at border crossing points and improving and optimizing the technology for implementing control procedures; (e) to maintain constant readiness of the state control bodies to take coordinated actions in case of unforeseen situations at checkpoints; and (f) to improve the activity of the state control bodies on the implementation of the legislation of the Republic of Uzbekistan in the sphere of protection and safeguarding the state border. The plant quarantine unit is obliged to perform its duties at the border crossing point: (a) to provide protection of territory of the Republic of Uzbekistan from penetration from foreign countries of quarantine and other especially dangerous pests, diseases of plants and weeds; (b) to provide control of all import or transit regulated cargoes, subject to phytosanitary boundary supervision; (c) to reveal timely, to organize localization and liquidation of quarantine and other especially dangerous pests, diseases of plants and weeds in import and transit cargoes of plant origin; (d) to carry out control over carrying out of all actions on quarantine of plants, timely and qualitative performance of necessary works, observance of the established rules and realization of actions on quarantine of plants at transportation of production of plant origin; (e) to inform corresponding bodies and the organizations on developed quarantine situation in frontier areas, adjacent states, to carry out corresponding quarantine actions and to give necessary recommendations; and (f) to provide phytosanitary control and registration of accompanying quarantine documents moved through the State border to supervised state quarantine service of regulated products of plant origin. The state veterinary supervision point is obliged to carry out its official activities at the checkpoint: (a) to take necessary measures to prevent the spread of diseases in case of detection or suspicion of disease among the animals transported across the state border or loss of life among them; (b) to create the necessary reserve of veterinary drugs and disinfectants, equipment and items, as well as other material and technical resources in accordance with the established procedure; (c) to issue veterinary accompanying documents for commodities transported through checkpoints and controlled by the State Veterinary Service; and (d) to ensure handling of vehicles during the import, export, re-export and transit of products and raw materials of animal origin, veterinary medicines, strains of microorganisms, fodder and feed additives, technical means of veterinary use and other goods controlled by the State Veterinary Service through the border points, regardless of ownership.
