This Government Regulation enters into force on 19 August 1998.
Abstract

This Government Regulation, consisting of 60 articles divided into seven Chapters, establishes the requirements to be met by Sanctuary reserves, Natural Conservation and Preservation Areas. Nature Reserve areas consist of: Nature Reserve Area; and Wildlife Reserve Area. An area is designated as a Nature Reserve Area or Wildlife Reserve Area, after going through the following stages of activities: 1. designation of the area and its functions; 2. arrangement of regional issues; and 3. determination of the area. An area designated as a Nature Reserve Area, if it has met the following requirements: having diversity of plant and animal species and ecosystem type; representing the formation of certain biota and/or its constituent units; having natural conditions of biota not been disturbed by humans; having sufficient area and certain forms to support natural ecological processes; having characteristic of potentiality for the existence of specific ecosystems; having a plant and/or animal community with its rare ecosystem or whose existence is threatened with extinction. buffer zones function as protector of the protected areas from threats and disturbances that originated from outside as well as from inside, which may change the areas physically and or functionally. Peripheral areas of protected areas are known as the buffer zones, and are determined based on three criteria: 1) geographically bordering the sanctuary reserves and or nature conservation areas; 2) influencing ecologically from inside and outside sanctuary reserves and or nature conservation areas; and 3) able to resist disturbances that are coming from inside and outside sanctuary reserves and or nature conservation areas.
