Article 1 states that the protection of animal health, the protection of animals, the prevention of transmitting diseases from animals to humans, the safety of foods of animal origin intended for human consumption, the sanitation of feedstuffs for animals and the protection of the environment, relevant to the breeding of animals, is a State matter and represents a permanent duty for all the citizens of the country.
