Abstract

The purpose of this Regulations shall be: (1) to determine the requirements for the operation of wastewater collection systems and for the operation of treatment facilities, which must contain provisions regarding: (a) the method and extent of the required treatment, depending on the population/size of the settlement served or subject to maintenance of the collection system and treatment facility, and/or the quality of the receiver into which treated wastewater is discharged; (b) identifying and classifying receivers designated as vulnerable or less sensitive areas; (c) the mandatory discharge of all industrial wastewater into the wastewater collection system of urban settlements, carried out on the basis of a contract and/or approval issued by the operator; (d) conditions for disposal of sludge obtained during the cleaning process; (2) determination of wastewater treatment requirements in urban areas relating to the collection, storage, treatment and discharge of domestic wastewater in rural areas, including requirements for the operation of local collection systems, alternative stations and treatment facilities, adequate technologies and processes; (3) protection of water quality; and (4) establishing a methodology for calculating additional payments for the discharge of industrial wastewater into the public sewerage system in excess of the established maximum permissible concentrations (MPC) of pollutants. Main characteristics and/or quality indicators that must comply with industrial wastewater when discharged into sewerage networks of settlements, as well as maximum permissible values that are measured at control points must be envisaged in the wastewater acceptance contracts. It is prohibited to discharge industrial wastewater containing hazardous or particularly hazardous substances. Discharge of wastewater into sewer networks of populated areas is authorized only if as a result of this action: (a) there is no harm to hygiene and public health or to personnel, operator of the sewerage system and treatment facilities; (b) transport capacity is not reduced by sediment accumulation in collector pipes/channels; (c) buildings and structures of sewerage networks, wastewater treatment plants are not damaged by structures, as well as their equipment; (d) treatment processes at wastewater treatment plants are not disrupted; (e) processing of sludge or the ability to process thereof is not reduced; (f) there is no risk of explosion; and (f) the quality of wastewater in the public sewerage system does not deteriorate.
