Abstract

Regulation on the requirements for the quality of groundwater establishes both the requirements for the quality of groundwater and standards regarding the state of groundwater, tasks for their management, as well as standards regarding the procedure for the use and protection of groundwater from impacts of any kind of pollution. The requirements of this Regulation apply to central specialized bodies, local public authorities, owners of water supply systems and water consumers, enterprises and organizations that carry out the design, construction and operation of drinking water supply systems, government bodies that carry out control and supervision in the field of groundwater protection, as well as natural persons and legal entities whose activities directly or indirectly affect the quality of groundwater. The objectives of groundwater management include: (a) protection, improvement and restoration of groundwater bodies, ensuring a balance between abstraction and restoration of groundwater supply in order to achieve good groundwater status, as well as taking all measures to avoid depletion of groundwater supplies; (b) preventing the deterioration of the chemical and quantitative state of groundwater bodies; (c) preventing or limiting the discharge of pollutants into groundwater in order to prevent deterioration of the condition of groundwater bodies and monitor the quality and quantity of groundwater; and (d) reversing any trend toward significant and sustained increases in pollutant concentrations from various sources to gradually reduce groundwater pollution. The assessment procedure to establish the chemical status of a body or group of groundwater bodies is carried out for all bodies or groups of groundwater bodies that are characterized as being at risk and for each contaminant that contributes to that characteristic of the body or group of groundwater bodies.
