This norm is applied without prejudice to veterinary and sanitary legislation. This norm does not apply to: (a) transport of animals carried out by farmers using agricultural machinery or their own transport, in cases where geographical conditions require the transportation of certain categories of animals for seasonal transhumance; and (b) transport of their own animals, carried out by farmers, with their own vehicles at a distance of less than 50 km from their premises. It does not apply to the transport of animals not related to economic activity and the transport of animals directly to or from veterinary offices or clinics. Animals cannot be transported or entrusted to anyone to transport them, provided that that it may result in injury or unnecessary suffering. For the transportation of animals, the following conditions must be met: (a) all measures must be taken in advance to reduce the duration of transportation and meet the needs of animals during transportation (providing vehicles with veterinary and sanitary authorization, accompanying documents and a route; for long-term transportation must be provided the required amount of water and feed in accordance with the technical standards provided for in Appendix No. 1; (b) animals must be in good condition for transportation; (c) vehicles must be designed, constructed, maintained and operated in such a way as to avoid injury and suffering to animals and ensure their safety; (d) loading and unloading facilities must be designed, constructed, maintained and operated in such a way as to avoid injury and suffering to animals and ensure their safety; (e) personnel responsible for animal care must be trained and competent for the purpose to carry out their tasks without the use of violence or any other methods that may cause unnecessary fear, injury or suffering to animals; (f) transport must be carried out without delay to its destination and animal welfare conditions must be checked regularly; (g) animals must be provided with means of transport of sufficient area and height appropriate to their size and taking into account the duration of their transport; and (h) at planned intervals, animals must be provided with water, feed and rest appropriate in quality and quantity to their species and size. Transportation of animals must be accompanied by the necessary documentation (veterinary and sanitary permit, veterinary and sanitary certificate, travel log with the relevant sections from Appendix No. 2).
